The established political mode.

Mode Grand Duchy of Pinsk copes according to the Constitution, on October, 25, 2003. This state law determines character of the Governmental and administrative powers and warrants rights and the privileges given to citizens and foreigners. Grand Ducal authority hereditary monarchy. Grand Duke has the highest authority and powers and operates by means of the Constitution which warrants legislative, administrative powers and division of functions of authority. The executive power belongs to Management. The executive power of government and the partially legislative power of Senate are responsible before Grand Duke. Supreme of Legislative and  judicial authority powers are performed by Grand Duke. The judicial authority, is independent of the Government and is performed by Court of Honor and Grand Duke.

Sovereign Authority.

Duke performs its sovereign authority according to the Constitution and laws. It represents Grand Duchy in all foreign attitudes. Any revision of the Constitution full or partial, should be agreed with Grand Duke and the Senate and is promulgated for public consideration. The legislative power is belong to Grand Duke. Grand Duke give the partially of legislative power to Senate. The right of last word always belongs to Grand Duke. The executive power is fixed behind the Government. The government is submitted by the Lord-Chancellor who represents Grand Duke. In turn the Lord-Chancellor is helped by Advice of Chancellors and Lawyers which are directly responsible to Grand Duke for management of Grand Duchy. Powers of the Judicial authority belong to Grand Duke. The existing Constitution specifies, that Grand Duke has full judicial authority, which conduct justice from it name.

Other Prerogatives of the Sovereign
 

In the Grand Duchy only Grand Duke gives amnesty and citizenship, and also gives awards, titles and other ranks of distinction. In some constitutional prerogatives Sovereign Duke is helped by the Senate which helps Duke to answer any of its questions concerning the State interests. The House of Representatives notifies and advises concerning questions of a public order which are represented Duke. Duke also can consult to it on any other question. Members of the Senate get out for five years. They are chosen on the basis of national elections in which full age citizens have the right to vote. These chosen members of the Senate, should be citizens of Duchy a minimum five years. The senate gathers for two times a year. Each session cannot exceed two months. Debate of the Senate are issued in Official Bulletin of Duchy. For execution of some constitutional powers, Sovereign Duke consults on  Council of Margrave. It is necessary for advice Council of Margrave to consult to Duke on some determined questions as it is specified in Constitution which fall under the constitutional powers of Duke. These are such questions, as signing and ratification of agreements of Duchy and Marks, dissolution of the Senate, resignation of the government, etc. Duke can consult also to Council of Margrave concerning any State questions if it so considers it necessary also useful. Council of Margrave will consist of head of Marks territories carrying the Margrave title, authorized by Duke. Term of their board is limited to four years, but it can be rejected or prolonged by Duke to any necessary time. If necessary Duke can appoint or prolong Head of Mark for lifelong term. The lord-secretary of Council of Margrave is appointed by Duke from three members of Council.

Council of  Markgraf [Margrave]:

Council of Margrave is responsible for the advice concerning questions of a public order under supervision of Duke, and also various consultations concerning other questions. Council of Margrave the governmental role concerning legislative and regulating texts for consideration in the House of Representatives.

Grand Duke and Lord-Chancellor:

The constitution provides, that the executive power belongs to the government led by the Lord-chancellor and Council of Chancellors and preserved for Duke. Ruling Duke carries prefix Grand - for difference of its title from routine duke. The official title of ruling Duke carries the following title: first a name, and then a title: Name... Grand Duke of Pinsk.

The Lord-Chancellor and the Chancellors.

The Lord-Chancellor represents Grand Duke. He is a head of the government and the higher authority after Duke and is appointed Duke. As well as the chapter of Council of Chancellors it is responsible for an administrative operating mode and the State executive services in Duchy. Correctly to perform the law, to the Lord-Chancellor help and advise Lawyers of Duchy, each of which responsible and carries out consultations in the administrative - public sector fixed behind it. Lawyers are responsible to Grand Duke.

Governmental Responsibilities:

Preparation of Deeds and Tenders.

Even at that legislative powers belong to Grand Duke, they still are a duty of Council of Chancellors under the direction of the Lord-Chancellor who obligated to represent deeds and tenders to Duke.

Regulating Authority.

The regulating authority of the Government authorizes to order, bills and laws and to operate to public services. Two distinctive regulating actions are possible: Orders are proclaimed legal after reception of approval by Grand Duke and acknowledgement by its signature with the subsequent publication in Official Bulletins of Grand Duchy. The Chancellor decrees ratifying laws and orders are sent by the Chancellor on the statement to Grand Duke. Grand Duke can perform its authority and impose on them the veto.

General Administrative Duties

According to the Constitution, the Lord-Chancellor, is allocated with administrative authority for execution of interests of duchy. The Lord-Chancellor operates all executive services, observes of their each traffic including the international attitudes and performs the surveillance above Council of Chancellors. Council of Chancellor, has determined administrative duties and an operating mode. Chancellors report directly to the Lord-Chancellor.
