THE ORGANIZATION OF THE SENATE.

The Senate - unicameral parliament which expresses the mixed allotted representation of the national population of Grand Duchy, performs development the legislative bill and act which based on the direct Decrees of Grand Duke. Senate can an direct to Duke idea of the bill, act or law projects, which necessary for the beginning the discussion of idea to new legislative acts. Senate also approves the budget of the state and operates political actions of Grand Duchy, delegated this right to them by Grand Duke.

1. Members of the Senate – senators, are selected universal, free, equal in rights direct vote for four-year-old term. Their mandate stops to act on the next day after the termination of the fourth year or dissolution of the Senate.

2. Elections of the new Senate should be appointed between the twentieth and thirtieth day after its dissolution.

3. All citizens of Grand Duchy have an opportunity to use the political rights, have the right to vote and have the right to be elite.

4. Each Territorial Entity of Grand Duchy: Marka, chooses the personal representative in the Senate – Senator.

5. The State Law [Bill of State] - should regulate an electoral system and consider the reasons of refusal on employment of a post of the senator [a member of the Senate] for the persons applying for this rank, but not improper or incompatible with this post. Hour of Convening.

The senate should gather in days of a meeting in 8:30 mornings if the Senate will not solve differently.

H.R.H Grand Duke.

H.R.H. Grand Duke should preside during when session of the Senate has been interrupted. Grand Duke should call immediately consuls to put things in order, type quorum and to continue the regular order of sessions. Grand Duke should keep the order and etiquette and can speak concerning questions put on session instead of consuls. It should solve also all questions with which the consul has addressed to the Senate. The put questions should be solved by the majority of the voices, presented on the present voting. For the decision Grand Duke addresses to consuls with a question, whether " there Will be a decision of Grand Duke, the decision of the Senate? ". However in case of the negative answer of the Senate, Grand Duke has the right to solve the problem individually positively if its decision does not contradict conditions of the Constitution of Grand Duchy.

Substitutes for the Lord-Consul.

Lord-Consul can name any consul - a member of the Senate to preside over session of the Senate. In absence the Lord-Consul, Ruling H.R.H. Grand Duke should carry out the control over the Senate. In absence of Duke and Lord-Consul, the control over the Senate is carried out with the senior member of family of Grand Duke by means of a member of the senate which to be chosen specially with the purpose the adviser to a member of Ducal family during execution of functions Lord-Consul. Replacement should not proceed after returning Lord-Consul.

Absence of members of the Senate.

No consul or a member of the Senate should be absent at session of the Senate if its absence is not justified by the Senate.

Etiquette during sessions.

When Lord-Consul brings a attention to the question, or to its Senate, nobody should leave or go on a hall. When the consul or a member of the Senate speaks, nobody should stir to conversation of the consul or a member with Lord-Consul. No member of the Senate, or other person, should be behind a table of the Secretary while results of voting (the consent and disagreement - yeas and nays) are counted up and disclosed. No member of the Senate can speak without use of a microphone. All remarks during debate should be addressed to the Chairman of the Senate. However, the member of the Senate can turn to other members when speaks.

Announcements concerning decisions of the Senate.

According to the order of affairs of movement and resolutions the Senate can a voice of the majority of the whole Senate, is temporary come back or pass to any other question. If the message from the House of Representatives is received, that the bill of the Senate has been corrected, this amendment, should be printed and put on a table of members of the Senate before it can agree or not with the amendment of the House of Representatives. If the amendment has been printed in Magazine of the House of Representatives within previous day and is accessible to members of the Senate that, the copy of Magazine can serve as the printed copy of the amendment.

Schedule.

The secretary of the Senate should prepare the Schedule of all Bills, resolutions and other questions received prior to the beginning of session of the Senate which is used by it for acceptance of the final decision. The secretary should place them in the Schedule in that order in which with them worked. The schedule should be printed and placed on desktops of members of the Senate at least for one calendar day before questions placed in it will act on consideration in the Senate.
